The Peer Review Report involved a peer review workshop conducted
December 2003. The reason for the study was to confirm the engineerng
assumptions, conclusions, and recommendations of the June 2003
report prepared by TKDA. A particular focus of the peer review
was treatment technologies, finished water quality, and capital
costs of a bew water treatment facility to provide equal or better

Aquifer Test and Groundwater

The Aquifer Test and Groundwater Model
study tested the ability of the Prairie du Chien/Jordon aquifer to
provide the water needed by the JWC without imppacting neighboring
wells and surface water bodies. The study concluded that a groudwater
system could be developed with little or no impacts on neighboring
wells and surface water bodies. Complete

TKDA Report, June 2003
The TKDA Report was authorized
by the three cities and JWC early in
2003. The three city councils directed the JWC to conduct additional
engineering evaluations to determine the most appropriate treatment
technology and update project cost estimates. Complete

Water System Feasibility Study,
September 2002

The Water Feasibility Study revisited the assumptions, conclusions,
and recommendations from the original 1997 Alternate Water Supply
Study. The study was prompted by the increasing cost of purchasing
water from Minneapolis and concern that the agreement had expired.
The study concluded that the Prairie du Chien/Jordon aquifer was
the most viable alternate source of water for the three cities,
and that membrane softening was a slightly more cost-effective
